RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Appoint Jeff Scott as Director of Library Services, effective Sept. 28, 2026; and
2. Approve an advance step placement at step B of the salary range for the Director of Library Services; and
3. Authorize reimbursement of actual and reasonable relocation expenses in an amount not to exceed $5,000, subject to approval by the County Administrative Officer; and
4. Authorize the Chair of the Board, County Administrative Officer, and Director of Human Resources to execute any documents necessary to effectuate the appointment.

DISCUSSION:
The resignation of the former Director of Library Services created a vacancy in the Director position effective May 7, 2026. Since that time, Sean Hinman has served as Interim Director of Library Services, providing leadership and continuity to the department while the county conducted a recruitment and selection process for a permanent Director.
Following completion of the recruitment and interview process, Jeff Scott was identified as the recommended candidate for appointment as Director of Library Services.
Scott comes to Humboldt County with significant experience in public library administration and leadership, including previously serving as Director of Library Services for Washoe County, Nevada. His experience leading a public library system provides a strong foundation for addressing the opportunities and challenges facing Humboldt County Library Services.
