RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Open the public hearing;
2. Receive the presentation on draft maps;
3. Provide direction to staff regarding the creation of additional draft map(s);
4. Schedule a public hearing with a scheduled time-set on Tuesday, Dec. 7, 2021 at 10 am, to review final draft supervisorial district boundaries and to hear public testimony regarding Redistricting in Humboldt County;
5. Post and publish the attached pre-hearing summary at least 5 days in advance of hearing.
6. Authorize staff to schedule any additional Public Hearings necessary to adopt a final map by the mandated deadline of Dec. 15, 2021.
7. Close the Public Hearing.

DISCUSSION:
On Nov. 2, 2021, your Board heard a presentation from staff regarding the recommendations of the 2021 Humboldt County Redistricting Advisory Commission (RAC). Per the RAC's recommendations, your Board rejected both draft maps in consideration at that time, Drafts A2 and C2, and directed staff to return with an additional set of draft maps for review and possible adoption.

Additionally, your Board directed the county's consultants, Redistricting Partners, to produce a final draft map that met the following criteria:

* One based on the current existing Supervisorial District Map, which reflects minor changes, where appropriate
* Reflects the concept of keeping Blue Lake Rancheria in its entirety within one district.

Today's hearing is the third to occur in open session before your Board and the fourth overall hearing related to the county's redistricting effort.
