RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Adopt the attached resolution authorizing the Humboldt County, Director of Aviation, or designee thereof, and County Counsel to execute any and all documents necessary to secure and accept the anticipated Grant Offers for Grant No. 3-06-0072-019-2023 in the amount of $90,000 and Grant No. 3-06-0072-020-2023 in the amount of $52,200; and
2. Authorize the Director of Aviation, or designee thereof, to execute future amendments to Grant No. 3-06-0072-019-2023 and Grant No. 3-06-0072-020-2023, after review by County Counsel, Risk Management, and the County Administrative Office

DISCUSSION:
In November 2022, the Humboldt County, Department of Aviation submitted a Fiscal Year (FY) 2023 Pre-Application for a grant of federal funds to design the install of Murray Field (EKA) Runway 12/30 Vertical Guidance System (PAPI-4) (Final Design and Reimbursable Agreement). This project consists of installing new PAPI-4 systems on both ends of Runway 12/30. There is currently no vertical guidance system on the Runway (RW) 12 end, and there is an FAA owned Visual Approach Slope Indicator (VASI) system on the RW 30 end. Additionally, the FAA will fund a reimbursable agreement with the FAA Air Traffic Organization (ATO) for their design support. The FAA ATO has agreed to participate in this project and will own and maintain the PAPI systems after completion.
