RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve and authorize the Director of Aviation, or their delegee, to execute the attached Non-Federal Reimbursable Agreement with the Federal Aviation Administration (FAA) for the Engineering Design Review and Oversight Support for Impacts of the Taxiway A Shift to the Electrical Line Distribution (ELD); and
2. Authorize the Director of Aviation, or their delegee, to execute any future amendments to the attached Non-Federal Reimbursable Agreement after review by County Counsel, Risk Management and the County Administrative Office; and
3. Grant a Waiver from Nuclear Free Humboldt Ordinance (4/5 Vote Required).

DISCUSSION:
The Department of Aviation received a grant for Federal Fiscal Year (FFY) 2025 from the FAA for the design of a project to relocate Taxiway A at the California Redwood Coast Humboldt County Airport (ACV).

The Department of Aviation will submit an application for FFY 2026 to the FAA for the construction of the relocation of Taxiway A at ACV. This project will impact the FAA owned ELD, therefore, as part of the project, the FAA will provide engineering support and oversight of compliance. The relocation of Taxiway A is necessary to meet current FAA Airport Design Standards.

The Non-Federal Reimbursable Agreement will provide funding for the FAA to perform design review, site survey, cost estimate and engineering consulting services relating to the FAA's ...
