RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve and authorize the Purchasing Agent to execute the attached Professional Services Agreement in the amount of $170,000 with Othram, Inc for the period of April 1, 2025 to September 30, 2025 (Attachment 1); and
2. Authorize the Purchasing Agent to execute any amendments, extensions, or modifications to the Agreement with approval by County Counsel, Risk Management, and the County Administrative Office (CAO); and
3. Approve the Fiscal Year (FY) 2025-26 Supplemental Budget for the UHR Forensic Genetic DNA Test Grant 1100-221915 in the amount of $40,003 (4/5 Vote Required).

DISCUSSION:
In FY2024-25 the Humboldt County Sheriff's Office (HCSO) was awarded a grant to utilize Forensic Genetic Genealogy (FGG) to solve cold cases of Unidentified Human Remains (UHR) and consent to accept grant funds was given by the Board of Supervisors on September 24, 2024. At time of the award, HCSO had 20 cases to submit for FGG/DNA testing and profiling. As grant award agreements were underway, a new administration was taking shape in Washington. Grant processing was delayed, funds were under review, and new requirements outlined. This delayed the start of the performance period until final approval was received by the grantor on April 1, 2025.
HCSO is requesting the agreement be retro-actively approved to April 1, 2025. This aligns with the final grant approval performance period start date.
