That the Board of Supervisors:
1. Make an appointment to the board of directors of the Shelter Cove Resort Improvement District.

DISCUSSION:
On July 26, 2023, the Humboldt County Board of Supervisors was notified that a vacancy existed on the board of directors of the Shelter Cove Resort Improvement District. The vacancy was posted, and applications were accepted.
Pursuant to Section 13036 of the California Public Resources Code, "[a]ll vacancies in the office of director shall be filled by appointment by the Board of Supervisors." Section 13037 of the California Public Resources Code provides that "[a]n appointment to fill a vacancy in the office of director shall be for the unexpired term of the office in which the vacancy exists, and until the election or appointment of his successor."
The Shelter Cove Resort Improvement District received applications from Tesia Beauchene and James Wright, both of whom meet the qualification requirements for serving on the board of directors of the Shelter Cove Resort Improvement District set forth in California Public Resources Code Section 13035. The Shelter Cove Resort Improvement District has reviewed the applications, but did not have a quorum to make a recommendation.
Each application received by the Shelter Cove Resort Improvement District applications is attached for review and the applicants have been invited to attend via zoom if desired. The term of the appointment would be from Sept. 12, 2023 through Dec. 6, 2024.
FINANCIAL IMPACT:
There are no direct costs to the county associated with making an appointment to the board of directors of the Shelter Cove Resort Improvement District.
