Recommendation
That the Board of Supervisors:
1. Appoint Michael Fields to fill the vacant seat on the Headwaters Fund Board.

DISCUSSION:
The subcommittee for the Headwaters Fund Board reviewed all applications on file with the Clerk of the Board and interviewed candidates to fill an open position of the HFB. Based upon this review, the subcommittee is recommending Michael Fields be appointed to the vacant position.
The vacancy on the HFB was due to the expired term of Greg Seiler. The vacancy was posted on March 20, 2020 and applications were accepted through July 10, 2020. HFB members serve an initial 2-year appointment followed by two possible 3-year renewal terms for a total possible service time of 8 years. HFB members serve staggered terms to avoid 100% turnover at the expiration of the term. Should your Board approve Michael Fields appointment, his term expiration would be August 18, 2022.
While there were many qualified candidates, the subcommittee agreed to recommend the appointment of Michael Fields as having the best combination of experience, interest, and personal integrity in order to serve the county on the Headwaters Fund Board.
Please note that at the time of this posting, the Clerk of the Board's office had four Headwaters Fund Board applications of file. Those applications are attached.
FINANCIAL IMPACT:
Appointing members to the vacant seats on the HFB has no impact on the General Fund. However, members of the HFB recommend to your Board expenditures of the Headwaters Fund.
