DISCUSSION:
At the July 28, 2020 Board of Supervisors meeting, the Board voted to continue this item to the meeting of August 18, 2020. The basis for the continuance was to direct staff to address questions about the validity of the Outdoor Advertising Act Permit, concerns about the amount of ground disturbance and new materials required for repair of the structure, potential for tribal cultural resource sensitivity, and conflict with protections for public trust resources.

Staff is consulting with the relevant agencies and the applicant, to address these issues. In addition, an Initial Study and Mitigated Negative Declaration is being prepared to resolve concerns regarding mitigation measures and the use of an exemption. These efforts will not allow the project to be heard on August 18, 2020 and a continuance to September 15, 2020 is requested. The applicant supports the continuance request.

FINANCIAL IMPACT:
There will be no additional effect on the General Fund. The appellant has paid in full the appeal fee associated with this appeal.

STRATEGIC FRAMEWORK:
This action supports your Board's Strategic Framework by supporting business, workforce development and creation of private-sector jobs and providing for and maintaining infrastructure.
