STRATEGIC PLAN:
This action supports the following areas of your Board's Strategic Plan.
Area of Focus: Core Services/Other
Strategic Plan Category: 9999 - Core Services/Other
DISCUSSION:
The proposed action supports the City of Fortuna's application for the 12th Street-US 101 Interchange Modernization Project under the 2026 BUILD Grant Program. The existing interchange, constructed in the 1960s, no longer meets current safety or mobility needs and limits access for motorists, freight, pedestrians and cyclists, as well as redevelopment of the adjacent Mill District.
The project will deliver critical safety and operational improvements through modern roundabouts, a separated Class I overcrossing, sidewalks, bike lanes and future Great Redwood Trail connections. These improvements will reduce collisions, improve traffic flow, enhance freight mobility on US 101, and support economic revitalization, housing and job creation in a disadvantaged rural community.
BUILD funding is essential to complete environmental clearance, design and construction due to limited local resources. Supporting this application advances BUILD priorities for safety, rural investment and economic competitiveness and will provide significant regional benefits.
