Recommendation
That the Board of Supervisors:
1. Approve a supplemental budget and establish a fixed asset in the amount of $120,000 for the Humboldt County Correctional Facility (HCCF) (1100-243) for Recreation Yard Contraband Barriers in Fiscal Year (FY) 2025-26 (Attachment 1) (4/5 Vote Required).

DISCUSSION:
On July 16, 2025 a proposal (Attachment 2) was submitted and approved by the Humboldt County Community Corrections Partnership (CCP) AB109 Funding Committee in the amount of $120,000 for the purpose of implementing contraband barriers on all the recreation yards at the HCCF.
A significant amount of those incarcerated suffer from some form of addiction. Correctional facilities face a systemic problem of those who are incarcerated attempting to get illegal substances into the facility. While the facility has several safeguards in place it may still happen. One of the places that is a potential conduit is through the recreation yards. Over the years inmates have discovered ways of tying material into long lines and then dropping them through the small holes in the recreation yard screens. These lines are then lowered to the ground where someone can place something on the line to be retrieved.
