RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve, and authorize the Chair to sign, the Second Amendment to the Professional Services Agreement between Department of Health and Human Services (DHHS) and Big Brothers and Big Sisters of the North Coast Agreement for Fiscal Year 2021-22; and
2. Authorize the Director of DHHS, or a designee thereof, to execute any and all subsequent amendments to the professional services agreement with Big Brothers and Big Sisters of the North Coast after review and approval by County Counsel, Risk Management and the County Administrative Office.

DISCUSSION:
The Department of Health and Human Services (DHHS) currently has a professional services agreement in place with the Big Brothers and Big Sisters of the North Coast (BBBSNC) to perform one-to-one youth mentorship during the current 2021-22 Fiscal Year (FY). Youth mentorship is designed to reduce the need for child welfare and behavioral health interventions in Humboldt County. The current professional agreement was signed by the Purchasing Agent in August of 2021. The agreement was amended in November 2021, again by the County Purchasing Agent, to amend the frequency of invoicing from quarterly to monthly, and other related payment provisions.
In March of 2022, DHHS learned that BBBSNC had exceeded their budget for FY 2021-22. DHHS reached out to BBBSNC to inquire about the overspending and how it relates to services. BBBSNC expressed the need for additional funds to assist in supporting one-to-one youth mentorship, due in part to increased staffing costs and increasing enrollment in the Big Brothers and Big Sisters program through June 30, 2022.
