RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Reaffirm staff direction to develop an Ordinance related to a supplemental transactions and use tax for the November 2024 Ballot; and
2. Affirm direction to staff to do outreach work with cities, transit and other community proponents to finalize the elements of the Ordinance in relation to several Board decision points including:
a. Evaluation of a Special Tax versus a General Obligation Tax;
b. Whether to include transit and at what level of funding or to have as a separate ballot measure for transit;
c. Whether to include city roads and at what level of funding;
d. Conducting additional polling of voters after the March Primary; and
e. To develop a robust outreach and education program for the voters and municipalities to generate support for the ballot measure.

DISCUSSION:
This item is an update and affirmation of previous Board Direction to staff.

FINANCIAL IMPACT:
Expenses related to professional services and staff support for these measures have been included in the adopted Fiscal Year 2023-24 budget for the County Administrative Office - Management & Budget Team (1100-103) and Public Works Roads Division (1200-325).

STRATEGIC FRAMEWORK:
This action supports the following areas of your Board's Strategic Framework.

Core Roles: Provide for and maintain infrastructure
New Initiatives: Facilitate the establishment of local revenue sources to address local needs
Strategic Plan: 2.1 - Improve transportation network to be properly-maintained, multi-model and energy efficient (e.g. roads, trails, public transportation and commercial airline)
