RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve, and authorize the Clerk, Recorder, Registrar of Voters to execute, the attached first amendment to California Secretary of State Agreement No. 21S10099 regarding Voters Choice Act outreach.

DISCUSSION:
On March 15th, 2022, the Humboldt County Board of Supervisors ("Board") authorized the Clerk, Recorder & Registrar of Voters to receive funds through California Secretary of State Agreement No. 21S10099. Those funds were to be used by the county to provide outreach and education services to voters as part of the Voter's Choice Act (VCA) implementation plan. Funds were to be used before Nov. 8, 2022. This amendment will extend the terms to cover relevant expenses through May 31, 2023, for a transition to the Voter's Choice Act during the March 5, 2023, Primary Election.

Narrative Explanation of Financial Impact:
Funding provided will reduce General Fund expenditures by reimbursing the county for a portion of the costs associated with advertisement, printing, translation, and design of education and outreach materials to voters concerning VCA.
