RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Adopt the attached resolution which authorizes the Humboldt County Department of Public Works to submit a Notification of Intent to Comply with the requirements of California Senate Bill 1383 to the California Department of Resources Recycling and Recovery in accordance with California Senate Bill 619; and
2. Direct the Clerk of the Board to return a fully executed certified copy of the attached resolution to the Humboldt County Department of Public Works for submission to the California Department of Resources Recycling and Recovery.

DISCUSSION:
The past five (5) years have been some of the top ten (10) warmest years on record in recorded human history. This urgency in climate change has led the State of California to adopt California Senate Bill 1383 ("SB-1383"), a bill aimed at reducing methane-producing organic waste in landfills. SB-1383 went into effect this year and jurisdictions that do not meet the requirements of this state law are subject to fines of $10,000 per day. Although, the County of Humboldt is continuing to make progress towards full compliance with SB-1383, there are aspects of the county's programs which have not yet fully matured.

California Senate Bill 619 (SB-619") was passed in 2021 allowing for one (1) year's relief from administrative penalties for jurisdictions that were affected by the COVID-19 pandemic. A condition of this relief is that jurisdictions must submit a Notification of Intent to Comply to the California Department of Resources...
