RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve Cooperative Agreement No. 25-0553-000-SA, known as the Apiary Protection Program contract with the California Department of Food and Agriculture (CDFA); and
2. Authorize the Chair to sign the original agreement, and direct the Clerk of the Board to return all signed copies to the Agricultural Commissioner's office for further processing; and
3. Approve attached supplemental budget for budget unit 1100-261 in the amount of $1,000 (4/5 Vote Required); and
4. Grant a waiver from the provisions of the Nuclear Free Ordinance.

DISCUSSION:
The Agricultural Commissioner's office receives annual subventions from CDFA to offset the local cost of enforcement and inspection activities of certain state-mandated programs. Cooperative Agreement No. 25-0553-000-SA provides funding for Humboldt County's Apiary Protection Program for the period beginning Jan. 1, 2026, and ending June 30, 2027.

As of Jan. 1, 2026, every person that is the owner, broker, or is in possession of an apiary that is located within the state is required to register with the County Agricultural Commissioner (CAC) the number of colonies in each apiary that is owned or possessed by the person and the location of each apiary. Registration and fee payment is completed online through the BeeWhere software program.
