RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve the attached Daily SWAP Standard Agreement (Attachment 1); and
2. Authorize Sheriff William Honsal, Correctional Captain or designee to execute the agreement on behalf of the department; and
3. Authorize Sheriff William Honsal, Correctional Captain or designee to execute any amendments to the agreement if approved in advance by County Counsel, Risk Management and the County Administrative Office; and
4. Approve allowing the authorizations in recommendations #2 and #3 above to remain in effect during the term of office and any subsequent terms of office for Sheriff William Honsal, including subsequent renewals, amendments, extensions, or addendums to the agreement.

DISCUSSION:
SWAP is designed to allow offenders sentenced to serve time in county jail to participate in a work program in lieu of incarceration. This allows offenders to be held accountable for their actions by serving their sentence, while also allowing them to maintain families and employment.
The SWAP program operates an agricultural farm in Fortuna that raises pigs, cows, chickens, and grows vegetables throughout the year. The livestock and vegetables produced at the farm are processed for the Correctional Facility to help offset food costs. SWAP operates a wood lot in Eureka where donated wood is processed then sold to the Senior Resource Center at a reduced cost.
