Recommendation
That the Board of Supervisors:
1. Approve the reappointment of Elizabeth Cameron to the Headwaters Fund Board.

DISCUSSION:
The HWB was established by the Board of Supervisors in 2003 and acts as the advisory body to your Board with regards to funds gained from the acquisition of the Headwaters Forest Preserve by State and Federal governments. The Headwater Fund invests in projects through grants and loans with the goal of helping citizens of Humboldt County achieve increased economic opportunity, prosperity, and quality of life.
Pursuant to Section 8.b of the HFB Manual, "The HFB shall make recommendations for reappointment of the Board of Supervisors who may then accept or reject the re-appointment by a majority vote. In the event a recommendation for re-appointment is rejected by the Board of Supervisors, the seat shall be deemed vacant at the expiration of the term and the selection process as defined in Section 5 shall commence".
Elizabeth Cameron's membership expired on May 31, 2023. At the May 9, 2023 HFB meeting, the HFB voted to recommend Elizabeth Cameron for an additional term of three years. Ms. Cameron was initially appointed in 2018 for a two-year term. Ms. Cameron was reappointed in 2020 for an additional 3-year term. She would like to be reappointed to a new three-year term with an end date of May 2026 at which time she will be termed out.
FINANCIAL IMPACT:
There is minimal financial impact to appointing or reappointing a member to serve in a volunteer position.
