RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Send a letter in support of SB 20, a bill that establishes a statewide framework, standards and best practices for regional housing trusts which will allow local communities to form a regional housing trust without the need for special legislation.

DISCUSSION:

California has an affordable housing and homelessness crisis in communities and regions across the state due to high cost of housing.

SB 20 will help local government address California’s affordable housing shortage and homelessness crisis by establishing a best practices framework for cities seeking to create a regional housing trust. SB 20 will provide clarity and guidance by establishing a state framework for regional housing trusts to fund housing to assist low-, very low-income, and unhoused individuals and families.

FINANCIAL IMPACT:

Unknown at this time, however establishing a regional housing trust fund would provide a vehicle the county could invest in to build affordable housing.

STRATEGIC FRAMEWORK:

This action supports the following areas of your Board’s Strategic Framework.

Core Roles:  Protect vulnerable populations

New Initiatives:  Facilitate public/private partnerships to solve problems

Strategic Plan:  1.1 - Increase access to housing
