That the Board of Supervisors:
1. Approve the Budget Transfer request from budget unit 1100-221 Sheriff Operations to 1100-221810 - Homeland Security Grant Program (Attachment 1).

DISCUSSION:
The U.S. Department of Homeland Security, through the State of California's Governor's Office of Emergency Services (Cal OES), provides annual funding assistance to counties to support comprehensive emergency management activities at the local level.
This grant was awarded in 2017 for a 3-year period. As the grant period comes to an end, a modification became necessary to finish spending the full grant allocation. Cal OES has approved a grant modification to purchase a tactical robot for the Humboldt County Special Weapons and Tactics (SWAT) team. The Humboldt County SWAT team has members from the Humboldt County Sheriff's Office, Arcata Police Department, Eureka Police Department, and Fortuna Police Department. This robot will provide SWAT with increased capacity to respond to maintain officer safety in dangerous situations.
FINANCIAL IMPACT:
The tactical robot will cost $33,700. The Homeland Security Grant Program FFY 17 award amount is $211,846. As part of the modification, $22,700 allocated to 3307 Contribution Other Gov Agency will be transferred to fixed asset 8303 - Robot Remote Control. Additionally, a match of $11,000 will be transferred from the Sheriff's Operations budget unit 1100-221 to the Homeland Security Grant Program FFY 17 budget unit 1100-221810. A budget transfer is requested so this purchase can be made (Attachment 1).
