RECOMMENDATION(S):Recommendation
That the Board of Supervisors:
1. Authorize the Humboldt County Substance Use Disorder Administrator, or a designee thereof, to submit the attached recommendation letter to the California Department of Health Care Services (DHCS); and
2. Direct the Clerk of the Board to provide the Department of Health and Human Services - Behavioral Health with one fully executed original copy of the Board order related to this Item.

DISCUSSION:
Pursuant to Section 9801.5(a) of Title 9 of the California Code of Regulations, the Humboldt County Board of Supervisors (Board) shall review the need for additional drinking driver program services within Humboldt County and approve provider requests to submit applications for drinking driver program licensure or proposed changes to the California DHCS for approval.
The County of Humboldt has a comprehensive driving under the influence program known as the Humboldt Alcohol Recovery Treatment (HART) Program. As of Jan. 1, 2026, the HART Program will operate under the new legal entity name "Humboldt Addiction Recovery Treatment Program." The HART Program provides services ranging from a six week "Wet and Reckless" class to an 18 month "Multiple Offender" program in Fortuna and via virtual care treatment.
