RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve Grant Agreement # 19-11126 with CDPH for $34,053 for the term of March 27, 2020 through June 30, 2020;
2. Authorize the Director of Public health, or a designee thereof, to sign four originals of the agreement and required certifications;
3. Authorize the Director of Public Health or a designee thereof to sign all future amendments and documents directly related to Grant Agreement # 19-11126 upon review and approval of County Counsel and Risk Management; and
4. Direct the Clerk of the Board to return one copy of the certified board report to the Department of Health and Human Services (DHHS) - Contract Unit

DISCUSSION:
The Centers for Disease Control and Prevention (CDC) estimates that over one million Americans are living with HIV and AIDS. Throughout many communities, persons living with HIV or AIDS risk losing their housing due to compounding factors such as increased medical costs and limited incomes or reduced ability to keep working due to AIDS and related illnesses. Stable housing is the cornerstone of HIV/AIDS treatment, allowing persons with HIV/AIDS to access comprehensive healthcare and adhere to complex HIV/AIDS drug therapies.

Housing Opportunities for Persons With AIDS (HOPWA) is part of the North Coast AIDS Project (NorCAP), which resides in the Healthy Communities Division of Public Health. The primary goal of the HOPWA program is to assist low-income persons living with HIV/AIDS and their families in maintaining housing stability, avoiding homelessness, and accessing care by providing housing assistance and services.
