RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve the attached plans and specifications for the Humboldt County Guardrail Replacement Project; and
2. Direct the Clerk of the Board to advertise the above-mentioned project as required by Section 22037 of the California Public Contract Code, with bids to be opened on Tuesday, Dec. 7, 2021, at 2:00 p.m.

DISCUSSION:
On Jan. 24, 2017, the Humboldt County Department of Public Works ("Public Works") was awarded the highway safety improvement program grant for replacing and upgrading guardrails and guardrail end treatments at various locations. In addition to the unincorporated areas of Humboldt County, the project includes locations within the cities of Arcata, Blue Lake and Fortuna. This multi-local agency project identified locations where guardrails were damaged and/or did not meet current standards, and then coordinated with local officials to develop a priority list for replacement. The proposed construction plans will replace and upgrade guardrails at eleven (11) locations in Arcata, two (2) locations in Blue Lake, two (2) locations in Fortuna and nine (9) locations in unincorporated areas of Humboldt County. At the option of Public Works, additional locations identified in the plans as additive option locations may be added to the contract if funding is available.
Public Works received construction approval from the Federal Highway Administration for the Humboldt County Guardrail Replacement Project on Jan. 14, 2020.
