RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Accept the completed contracts, including all change orders approved by the Public Works Department, between Van Meter Logging, Inc., and Humboldt County for construction of Storm Damage Repair to Harris Road (8B020) Post Mile 1.16 and Steelhead Road (8C080) Post Mile 1.00; and
2. Approve the final claims for payment, as submitted by the Public Works Department to the Auditor/Controller, in the amounts of $500 for Harris Road and $523.24 for Steelhead Road, which will bring the total amount paid to 100 percent of the contract.

DISCUSSION:
On February 14, 2017, the Federal Emergency Management Agency (FEMA) declared a disaster for Humboldt County due to severe winter storms, flooding, and mudslides. Harris Road Post Mile 1.16 and Steelhead Road Post Mile 1.00, in the Alderpoint area, experienced embankment failures that caused the roadways to fail.

On April 16, 2018, the Department of Public Works (Public Works) received funding approval from FEMA to proceed with the Harris Road and Steelhead Road Storm Damage Repair Projects. Public Works subsequently prepared plans and specifications for the projects based on topographic surveys of the damaged areas that were prepared by the Public Works Survey Crew. The work consisted of excavating unstable material, constructing a welded wire wall on Harris Road and gabions on Steelhead Road, reconstructing the roadways with aggregate base, and placing sediment and erosion control measures.
