RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Discuss changes to the membership for the Forestry Review Committee;
2. Direct Planning staff and County Council to draft a new ordinance modifying Title II - Administration Division 2, Boards, Commissions and Committees, Chapter 1, Humboldt County Forestry Review Committee Section 221-3 Appointment and Term of Members; and
3. Change the membership from nine (9) voting members to (7) voting members which would eliminate the two (2) at-large members.

DISCUSSION:
Historically, the Forestry Review Committee (FRC) was comprised of nine (9) members, of whom seven (7) are voting members. The Planning Director or designee and the Assessor or designee were the two non-voting members. The voting members included five (5) district appointees and two (2) at-large members, of which one (1) at-large member will be from the California Department of Forestry and Fire Protection, and one (1) at-large member will be from the University of California Extension Forest Advisor's Office.

In May of 2013, the Board of Supervisors changed the composition of the FRC to add two (2) additional at-large members bringing the total to nine (9) voting members. It has been difficult to get a full committee since this change occurred. The current composition of the Committee does not contain two of the at-large members. There continues to be issues with having a quorum and several meetings have had to be cancelled.

There has been an at-Large vacancy since July 11, 2017. There are no current applications on file.
