RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve the temporary overlap for the position of OES Manager with the incumbent employee for a period of two (2) pay periods, pursuant to Section 7 of the Humboldt County Salary Resolution; and
2. Approve moving the 3 positions in budget unit 1100-274 Office of Emergency Services to budget unit 1100-221850 Emergency Management Performance Grant (EMPG).

DISCUSSION:
OES Manager Dorie Lanni has announced her intention to leave her position effective December 6, 2019. This position is critical not only to HCSO and OES, but to multiple county departments and partner agencies in Humboldt County that have a role in emergency preparedness and response. A temporary dual-fill of this position will provide the opportunity for in-depth training to help minimize the impact Ms. Lanni's departure will have on the other departments and partner agencies.

On July 2, 2019 your Board approved moving the budget from OES 1100-274 to EMPG 1100-221850. The agenda item was silent about the intent to also move the 3 positions that were allocated in OES 1100-274 to EMPG 1100-221850 at the same time. Payroll is requesting that HCSO clarify the intent and request the Board to approve moving the 3 positions.

FINANCIAL IMPACT:
The OES positions are funded 50% by the EMPG grant with a 50% general fund match in the EMPG budget unit 1100-221850. The financial impact for this overlap is estimated to be $8,344.93 and will be paid for by approximately $15,000.00 in salary savings due to the Program Coordinator position being vacant for the first two mo...
