RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve the letter in Attachment 1 and direct staff to distribute to the addressees.

DISCUSSION:
Humboldt County in 2015 was awarded $20 million by the Board of State and Community Corrections to construct a facility that expands the county jail and offers a variety of much-needed re-entry services to inmates while they are incarcerated and upon discharge. This expansion project will eliminate roughly 50 parking spaces in an already-congested part of Eureka, and will impact county and court staff who normally use those parking spaces. With more willingness by state partners located near the expansion site, the county would be able to maximize the effectiveness of this new facility and minimize the impact on traffic around the city.

FINANCIAL IMPACT:
There is minimal financial impact to submitting a letter to the county's state delegation. However, if the county were to lease parking spaces as described in the attached letter (Attachment 1), there would be an impact to the General Fund. The impact would depend on the amount of spaces the county would be allowed to lease, and staff have not been provided with potential lease rates.
