RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Consider the reappointment of Christine Manhart, Lane Russ and Jim Cotton; and
2. Consider the new appointment of Lauri Barnwell to fill the existing vacancy.

DISCUSSION:
The Humboldt County Resource Conservation District is a special district established under Division 9 of the California Resource Code to work with private landowners to conserve and protect natural resources on private land in Humboldt County. Under Division Section 9317, seven members of the HCRCD Board are appointed by the Board of Supervisors to staggering four-year terms.

In November 2024, the terms of three members of the Humboldt County Resource Conservation District Board, Christine Manhart, Lane Russ and Jim Cotton, will expire. Each has submitted a request for reappointment (Attachments 1-4). Executive Director Jill Demers has also sent a letter recommending their reappointment.

Additionally, there is a vacancy on the Humboldt County Resource Conservation District Board due to the resignation of Mark Moore. Applications were accepted for this vacancy, and Demers has recommended that the Board appoint Lauri Barnwell to fill the vacant seat (Attachment 5).

These are at-large appointments for a four-year term ending in November 2028, to be made at the discretion of the Board of Supervisors.
