RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve Grant Agreement with Sierra Health Foundation for the period of March 1, 2024, through June 30, 2027;
2. Authorize the Director of Public Health, or a designee thereof, to sign the signature page of the agreement; and
3. Authorize the Director of Public Health, or a designee thereof, to execute all future contracts, amendments, and documents directly related to the award upon review and approval of the County Administrative Office, County Counsel and Risk Management.

DISCUSSION:
The Sierra Health Foundation (SHF) is the lead organization for the California Overdose Prevention and Harm Reduction Initiative, also known as COPHRI, supported by the California Department of Public Health (CDPH), Office of AIDS (OA). COPHRI is funded through the state of California's Opioid Settlement funds and is to strengthen substance use disorder response by supporting staffing at harm reduction programs.

In the years 2020-2023, DHHS - Public Health, North Coast AIDS Project (NorCAP) was awarded California Harm Reduction Initiative (CHRI) grants totaling $416,186.67. This funding was, specifically, to expand harm reduction services and deepen linkage and engagement with other health service and resource programs including substance use disorder treatment services.
