RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve the State Standard Agreement # C22635011 with the California Department of Parks and Recreation to provide tick testing services.
2. Authorize the Director of Public Health, or a designee thereof, to sign the State Standard Agreement; and
3.Authorize the Director of Public Health, or a designee thereof, to sign all future amendments and documents directly related to the State Standard Agreement upon review and approval of County Counsel and Risk Management.

DISCUSSION:
The Department of Parks and Recreation has requested the Public Health Laboratory provide tick testing services for the presence or absence of Lyme disease. Samples will be provided by the North Coast Redwoods District. Tick testing will be provided on an as-needed basis and the tick samples will be brought to the Public Health Laboratory by the State Park employees who have been bitten. An added benefit is that local tick testing results may also aid in informing Public Health response measures and/or public messaging in the case of an abnormal or high level of positive cases.

FINANCIAL IMPACT:
Approval of the 3-year state standard agreement # C22635011 will allow DHHS - Public Health to be reimbursed at $45 per test as per Public Health's approved Fiscal Year (FY) 2022/23 Fee Schedule, for a total up to $900 for the period of Feb. 1, 2023, through Jan. 31, 2026, or 3 years after approval, whichever is later, for the testing of tick samples in Fund 1175, Budget Unit 435, Public Health Laboratory. This revenue was not anticipated in the 2022-23 FY county budget and will be included in the FY 2023-24 and FY 2024-25 county budgets. No additional General Fund allocation is being requested.
