RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve and execute the attached Professional Services Agreement between the Humboldt County Sheriff's Office, the Humboldt County Probation Department, and Health Management Associates, Inc. for the planning, implementation, and operationalization of pre-release services, after review and approval of insurance documentation by Risk Management; and
2. Approve the attached supplemental budgets for fiscal year 2024/25, in Sheriff's budget 1100243 and Probation's budget 1100234 (4/5 Vote Required).

DISCUSSION:
The Humboldt County Probation Department (HCPD) and the Humboldt County Sheriff's Office (HCSO) are jointly contracting with Health Management Associates, Inc. (HMA) to guide and facilitate Cal AIM implementation for both departments. CalAIM is a multi-year initiative by the California Department of Health Care Services (DHCS) to transform Medi-Cal, making it more equitable, coordinated, and person-centered to improve health outcomes and quality of life for Medi-Cal beneficiaries. Under the CalAIM Justice Involved initiative, both the Humboldt County Juvenile Hall and Humboldt County Correctional Facility will have mandates to provide pre-release services. There is funding tied to the implementation, however the funding requires an implementation plan and the deadline for that plan is June 2025.
