RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Authorize the Department of Health and Human Services - Administration to submit a joint application with Aguilar Manor to the California Department of Social Services for Community Care Expansion program grant funding to support an increase in Residential Care Facilities for the Elderly capacity in Humboldt County;
2. Authorize the commitment of up to $150,000 in Department of Health and Human Services funding to the proposed Residential Care Facility for the Elderly expansion project;
3. Approve, and authorize the Chair of the Board to sign a letter of commitment required to apply for Community Care Expansion program grant funding, committing to provide up to $150,000 in Department of Health and Human Services funding; and
4. Direct the Clerk of the Board to provide the Department of Health and Human Services - Administration with one fully executed original copy of the attached Letter of Commitment for submission to the Community Care Expansion program.

DISCUSSION:
On July 27, 2021, Governor Newsom signed AB 133 (2021) which authorized the California Department of Health Care Services (DHCS) to establish the Behavioral Health Continuum Infrastructure Program (BHCIP) to award approximately $2.1 billion to construct, acquire, and expand properties and invest in mobile crisis infrastructure related to behavioral health.
