RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve, and authorize the Department of Health and Human Services Director, or a designee thereof, to execute, the attached memorandum of understanding with the Humboldt Del Norte Counties Long-Term Care Ombudsman Program regarding the coordination of investigations related to suspected elder and dependent adult abuse for the period of Jan. 9, 2023 through June 30, 2034;
2. Authorize the Department of Health and Human Services Director, or a designee thereof, to execute any and all subsequent amendments to, and any other agreements, certifications, attestations and documents directly associated with, the attached memorandum of understanding with the Humboldt Del Norte Counties Long-Term Care Ombudsman Program, after review and approval by County Counsel, Risk Management and the County Administrative Office; and
3. Direct the Clerk of the Board to provide the Department of Health and Human Services - Contract Unit with one fully executed, certified copy of the Board order related to this item.

DISCUSSION:
Pursuant to the federal Older Americans Act, every state is required to have a Long-Term Care Ombudsman Program that addresses complaints and advocates for improvements in the long-term care system. The Office of the State Long-Term Care Ombudsman Program and local Ombudsman Coordinators are responsible for recruiting, training and supervising Ombudsman representatives, who then perform regular on-site visits to long-term care facilities.
