RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Appoint a delegate and alternate to the Rural County Representatives of California (RCRC) Board of Directors, Golden State Finance Authority (GSFA) and Golden State Connect Authority (GSCA) for the 2026 calendar year; and
2. Direct the Clerk of the Board to notify RCRC staff member Maggie Chui of the appointments.

DISCUSSION:
The delegate and alternate of the Board of Directors of RCRC, GSFA and GSCA are appointed by their respective Board of Supervisors. The appointees serve on all three boards and serve a one-year term beginning in January of each year. RCRC staff requests that these appointments be selected prior to December of the previous year to allow for document creation with the appointed members.
Currently, Supervisor Bohn is Humboldt County's delegate on the RCRC, GSFA and the GSCA Board of Directors and also serves as the RCRC's representative on the National Association of Counties Western Interstate Region Board of Directors. Supervisor Bushnell is the current alternate on the RCRC, GSFA and GSCA board.

None
FINANCIAL IMPACT:
There is a membership fee of $12,000 that is paid from the General Fund each year. There is no financial impact to the General Fund for travel expenses related to these appointments as RCRC, GSFA and GSCA reimburse Humboldt County's delegate for any travel costs incurred.
