RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Waive the requirements of the Humboldt County Nuclear-Free Ordinance with regard to the attached professional services agreement with the University of California, Davis;

2.                     Approve, and authorize the Chair of the Board to execute, the attached professional services agreement with the University of California, Davis regarding the provision of professional services to Department of Health and Human Services Social Services staff in the amount of $32,943;

3.                     Authorize the Department of Health and Human Services Director, or a designee thereof, to execute any and all subsequent amendments to the attached professional services agreement with the University of California, Davis, after review and approval by County Counsel, Risk Management and the County Administrative Office; and

4.                     Direct the Clerk of the Board to return one fully executed original copy of the attached professional services agreement with the UC Davis Continuing and Professional Education - Northern California Training Academy to the Department of Health and Human Services - Contract Unit for further processing.

DISCUSSION:

The Humboldt County Department of Health and Human Services (DHHS) has been contracting with the UC Davis Continuing and Professional Education - Northern California Training Academy (UC Davis) for professional services and technical support for assistance with the State mandated Child Welfare Services Peer Quality Case Review since 2009. The professional services provided by UC Davis are uniquely suited to providing technical assistance with Child Welfare’s Peer Quality Case Review.

 

The Child Welfare Services outcome and accountability system for the state and counties began operation in California in January 2004 pursuant to State Law (Assembly Bill 636, Steinberg, Ch. 678, Statues of 2001). This is referred to as the California Child and Family Services Review (C-CFSR). The C-CFSR requires counties to conduct outcome-based reviews that inform and guide its systems and operations to improve outcomes for children/families served by the child welfare and probation systems in the areas of safety, well-being and permanency. The C-CFSR process is comprised of three parts: County Self-Assessment (CSA), Peer Review (PR), and county System Improvement Plans (SIP). Each county was then designated specific timelines for completion of the CSA, PR, five-year SIP, and annual SIP updates. The CSA and PR are integral to a thorough review of county systems and practices which inform and guide the county’s SIP.

 

The purpose of the PR is to conduct an in-depth review of CWS and Probation service delivery systems and case worker practices by bringing in outside peer county staff expertise to participate in the review. The PR involves participation of peer counties selected for their positive performance in the outcome measure selected. The peer counties provide experienced representatives to review CWS cases and Probation cases and interview social workers and probation officers assigned to the case. As a result, peer county participants provide case review findings and recommendations for improvement, as well as identify their county’s best practices that can contribute to positive performance in the outcome measure selected for the PR.

 

UC Davis will provide Humboldt County with the coordination support, facilitation, summary report, and other needed technical assistance to achieve successful completion of the PR. U.C. Davis will provide the following:

                     Technical and logistics assistance in preparing and coordinating for the three-day PR

                     Facilitating the three-day PR process, including orientation, interviews, and debrief

                     Assisting with several focus groups held during PR

                     Provide data analysis and written documentation of PR findings to be included in the County Self Assessment report

 

It should be noted that the Board must waive the requirements of the Humboldt County Nuclear-Free Ordinance in order to approve the attached professional services agreement, since UC Davis is a part of the University of California system which has administrative responsibility for a facility involved in nuclear research. 

 

Accordingly, DHHS recommends that the Board of Supervisors approve, and authorize the Chair of the Board to execute, the attached professional services agreement with UC Davis regarding the provision of technical services to Social Services staff for the period of October 1, 2021 through November 30, 2022. Staff also recommends that the Board authorize the DHHS Director, or a designee thereof, to execute any and all subsequent amendments to the attached professional services agreement with UC Davis, after review and approval by County Counsel, Risk Management and the County Administrative Office, in order to avoid any unnecessary delays in the provision of needed training services. Due to unexpected delays, this agreement did not complete development prior to the October, 2021 start date and has needed to be backdated.

 

FINANCIAL IMPACT:

The attached professional services agreement with UC Davis has a maximum amount payable by the county for any and all services provided, and costs and expenses incurred, pursuant to the terms and conditions of this agreement of $32,943. In no event shall the maximum amount paid under this Agreement exceed $19,216.75 for fiscal year 2021-2022 and $13,726.25 for fiscal year 2022-2023.

 

Funding was included in the county approved budget for fiscal year 2021-2022 and 2022-2023 in Fund 1160, Budget Unit 508.  Funding for this agreement is a combination of federal, state and local dollars, but will not affect the General Fund. In the event that the maximum amount payable for a specified fiscal year is not reached, the remaining balance thereof will be added to the maximum amount payable for the following fiscal year.

 

There is no negative impact to the county General Fund.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board may choose not to approve the attached professional services agreement with UC Davis regarding the provision of technical services to DHHS staff. However, this alternative is not recommended since it will not allow the department to complete the peer quality case review and subsequent community self-assessment and system improvement plan timely.
