RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve, and authorize the Chair of the Board, to execute the attached professional services agreement with St. Joseph Health Northern California, LLC regarding the provision of general hospital services to individuals receiving inpatient behavioral health treatment services at the Humboldt County psychiatric health facility for the period of July 1, 2020, through June 30, 2024;

2.                     Authorize the Department of Health and Human Services - Behavioral Health Director, or a designee thereof, to execute any and all subsequent amendments to the attached professional services agreement with St. Joseph Health Northern California, LLC, after review and approval by County Counsel, Risk Management and the County Administrative Office; and

3.                     Direct the Clerk of the Board to return one (1) fully executed original copy of the attached professional services agreement with St. Joseph Health Northern California, LLC to the Department of Health and Human Services - Contract Unit for further processing.

DISCUSSION:

The Humboldt County Department of Health and Human Services - Behavioral Health (“DHHS - Behavioral Health”) provides behavioral health services, including, without limitation, inpatient services at its psychiatric health facility, and frequently requires general hospital services to facilitate care of its patients.  St. Joseph Health Northern California, LLC operates a general acute care health facility in Eureka, California which provides a variety of general hospital services, including, without limitation, emergency, laboratory, pharmacy, radiology, surgery and dietary services.

 

The attached professional services agreement with St. Joseph Health Northern California, LLC will allow individuals being treated at the Humboldt County psychiatric health facility to receive general hospital services, on an as-needed basis, for the period of July 1, 2020, through June 30, 2024.  It should be noted that the attached professional services agreement with St. Joseph Health Northern California, LLC comes to the Board after the start date thereof due to inadvertent delays that occurred during the contract development process. 

 

Accordingly, DHHS - Behavioral Health recommends that the Board approve, and authorize the Chair of the Board to execute, the attached professional services agreement with St. Joseph Health Northern California, LLC regarding the provision of general hospital services to individuals receiving inpatient behavioral health treatment services at the Humboldt County psychiatric health facility for the period of July 1, 2020, through June 30, 2024.  It is also recommended that the Board authorize the DHHS - Behavioral Health Director, or a designee thereof, to execute any and all subsequent amendments to the attached professional services agreement with St. Joseph Health Northern California, LLC, after review and approval by County Counsel, Risk Management and the County Administrative Office, in order to avoid any unnecessary delays in the provision of needed general hospital services.

The attached professional services agreement with St. Joseph Health Northern California, LLC has a maximum amount payable of Four Hundred Thousand Dollars ($400,000.00) for the period of July 1, 2020, through June 30, 2024.  In no event shall the maximum amount paid under the attached professional services agreement with St. Joseph Health Northern California, LLC exceed One Hundred Thousand Dollars ($100,000.00) per fiscal year for fiscal years 2020-2021 through 2023-2024.  However, in the event local, state or federal funding is reduced or eliminated, the County of Humboldt may reduce the above-referenced maximum amount payable or terminate the attached professional services agreement with St. Joseph Health Northern California, LLC in its entirety.

 

Expenditure appropriations related to the attached professional services agreement with St. Joseph Health Northern California, LLC have been included in the approved fiscal year 2022-2023 budget for DHHS - Behavioral Health Sempervirens/Crisis Stabilization Unit budget unit 1170-495.  Funding for the attached professional services agreement is available through federal financial participation for Medicare and Medi-Cal, State Realignment and Mental Health Services Act revenues received by DHHS - Behavioral Health.  As a result, approval of the attached professional services agreement with St. Joseph Health Northern California, LLC will not impact the Humboldt County General Fund.

 

STAFFING IMPACT:

Approval of the attached professional services agreement with St. Joseph Health Northern California, LLC will not impact current staffing levels.

 

STRATEGIC FRAMEWORK:

The recommended actions support the Board of Supervisors’ Strategic Framework by  protecting vulnerable populations, creating opportunities for improved safety and health and providing community-appropriate levels of service.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board may choose not to approve the attached professional services agreement with St. Joseph Health Northern California, LLC regarding the provision of general hospital services to individuals receiving inpatient behavioral health treatment services at the Humboldt County psychiatric health facility.  However, this alternative is not recommended since it will limit DHHS - Behavioral Health’s ability to provide appropriate medical care and treatment to patients receiving services at its psychiatric health facility.
