RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Adopt the Ordinance adding Humboldt County Code Section 431-110 relating to parking in the McKinleyville area; of Title IV of the Humboldt County Code; and

2.                     Direct Public Works staff to file a Notice of Exemption with the County Clerk finding that the Project is categorically exempt from environmental review pursuant California Environmental Quality Act (CEQA) Guidelines set forth in California Code of Regulations, Title 14, Division 6, Chapter 3, Section 15301 - “Existing Facilities” and Section 15304 - “Minor Alterations to Land”.

DISCUSSION:

On June 4, 2024, the Humboldt County Board of Supervisors introduced the above-referenced ordinance for adoption with a directive to the Clerk of the Board to publish a pre-adoption summary of the ordinance and set the ordinance for adoption on June 11, 2024. At that meeting, the Board of Supervisors also found that the project was exempt from environmental review pursuant California Environmental Quality Act (CEQA) Guidelines set forth in California Code of Regulations, Title 14, Division 6, Chapter 3, Section 15301 - “Existing Facilities” and Section 15304 - “Minor Alterations to Land”. To comply with CEQA a Notice of Exemption must be filed.  

The recommended action will complete adoption of the ordinance and result in publication of a post-adoption summary and the filing of a Notice of Exemption with the County Clerk.

Narrative Explanation of Financial Impact:

Adoption of the attached ordinance will require the installation of signage, striping, and pavement legends. The estimated cost associated with the required signage is $3,900 which is covered by the Humboldt County Road Fund. Adoption of the attached ordinance will not impact the Humboldt County General Fund.

 

The Road Fund (1200) has a negative balance. This is partially due to the timing of Federal Emergency Management Agency reimbursements to the county, which can take years for the county to receive repayment. The department utilizes other state and local funding, such as Regional Surface

Transportation Program funds, for the Humboldt County Road Fund match for reimbursable projects.

Despite those additional funding sources, Road Fund projects are underfunded and will very likely

have a negative impact on the General Fund if additional revenue sources are not secured.

The Board may choose not to adopt the attached ordinance. However, this alternative is not recommended since it would not improve traffic safety in the relevant locations.
