RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Accept the award and agreement with Eureka City Schools (ECS) for Department of Health and Human Services (DHHS) - Public Health to provide suicide prevention training and support services to staff and students to provide suicide prevention training and support services from April 1, 2024, through September 30, 2028, for payment in the amount of $200,000;

2.                     Authorize the DHHS - Public Health Director, or designee thereof, to sign the Services Agreement; and

3.                     Authorize the Public Health Director, or a designee thereof, to execute all future contracts, amendments, and documents directly related to the award upon review and approval of the County Administrative Office, County Counsel, and Risk Management.

DISCUSSION:

On August 10th, 2022, Eureka City Schools (ECS) was awarded a grant by the Department of Health and Human Services, Substance Abuse and Mental Health Services Administration - Center for Mental Health Services. The grant, titled Project AWARE (Advancing Wellness and Resiliency in Education), is intended to support ECS in developing a sustainable infrastructure for school-based mental health programs and services. The funding is over five years, beginning September 30, 2023, and continuing through September 29, 2028.

 

Per the grant budget and scope of work, ECS intends to allocate $40,000 each grant year to fund work with the Humboldt County Department of Health and Human Services, Public Health Branch to build an effective, inclusive, and sustainable system of school-based mental health services and

supports for all ECS students and their families.

 

As part of this agreement, Public Health will:

● Designate a staff person to act as a point person for the project with ECS. This staff person will participate in ongoing meetings with program leadership, participate in the AWARE Advisory Workgroup, and work with ECS and other core partners to help craft an effective implementation and sustainability plan.

● Partner with ECS to support the work in the ongoing Suicide Prevention Network, the development of school-based comprehensive suicide prevention program plans, and the development of materials targeted at youth suicide prevention and destigmatization of mental health services.

● Partner with ECS staff and students to provide school-based training for youth and adults, support for peer mentors, and support for relevant events and programs.

 

This grant will enable Public Health to expand our current suicide prevention training project to reach youth directly in Eureka City Schools and the adults who work with them. It allows for a designated staff person to focus specifically on expanding training offerings, attending coalitions, and increasing the frequency of our educational outreach in the community. This agreement is coming before your Board after the contract start date due to delays on the part of the grantor. The late execution will not affect the receipt of funding or delivery of program activities.

Narrative Explanation of Financial Impact:

Acceptance of award from ECS will allow DHHS - Public Health to be reimbursed a maximum of $200,000 in Fund 1175, Budget Unit 454 - Mental Health Services Act - PEI for June 1, 2024, through September 30, 2028. The funding amount of $40,000 for Fiscal Year (FY) 2024-2025 was included in the annual county budget process. Funding in the amount of $160,000 for FYs 2025-2026, 2026-2027, and 2027-2028 will be included in future annual budget processes.

 

STAFFING IMPACT:

Acceptance of this grant will have no impact on current staffing levels. Existing staff will continue to be supported through acceptance of this grant.

None

 

ALTERNATIVES TO STAFF RECOMMENDATIONS:

The Board may choose not to approve the recommendations; however, it would result in a loss of both funding and services to the County.
