Recommendation
That the Board of Supervisors:
1. Receive and file a presentation by the Department of Health and Human Services- Behavioral Health (DHHS-BH) regarding Assisted Outpatient Treatment.

DISCUSSION:
On 06/08/2021, your board authorized the funding for a pilot program of AB 1421 &1976 Laura’s Law aka Assisted Outpatient Treatment. Assisted Outpatient Treatment which provides court-ordered community treatment for individuals with a history of repeated hospitalization or incarceration, or a history of violent behavior to self or others. AOT permits California Counties to utilize courts, probation, and mental health systems to address the needs of individuals unable to participate in community mental health treatment programs without supervision. Humboldt County Behavioral Health began accepting referrals for AOT on 7/1/2022.
This PowerPoint presentation provides some of the highlights and challenges that the AOT pilot program has encountered in the first six months of services. The data available is somewhat limited due to the short amount of time the pilot program has been operating and the small number of participants receiving services, to date. DHHS-BH felt it important to provide an update to your board and plans to return for further updates and recommendations as additional information is gathered and analyzed. Also, DHHS-BH expects to receive more details regarding other initiatives and mandates, such as CARE Court, which may also impact recommendations and your boards decisions related to AOT.

Narrative Explanation of Financial Impact:
AOT Program Budget includes expenditures for DHHS-Behavioral Health personnel salary and benefits and indirect cost and Professional Services provided by contractor EA Family Services. Revenues include County General Fund contribution, Federal and State financial participation for Medi-Cal Specialty Mental Health Services and Behavioral Health Realignment.
STAFFING IMPACT:
DHHS-Behavioral Health support personnel includes 0.02 FTE Deputy Director, 0.02 FTE Program Manager, Quality Assurance and 1.0 FTE Administrative Analyst I/II. EA Family Services provides the bulk of staffing support for this program.
