Recommendation
That the Board of Supervisors:
1. Approve an appropriation transfer request increasing a fixed asset line in FY 2020-21 Budget Unit 1100-221930 - Domestic Cannabis Eradication/Suppression Program (DCESP) for purchase of a portable cannabis analyzer (Attachment 1).

DISCUSSION:
This cannabis analyzer provides non-technical users with a portable cannabinoid testing laboratory. Using two common analytical methods, this device will allow the Marijuana Enforcement Team (MET) to test plant material for cannabinoids in the field. Often farmers operating illegally will tell deputies that their crop is only hemp, rather than marijuana. Currently the MET has no method to perform testing in the field and verify these claims. The device could also prevent potential litigation due to unjust eradication. This purchase has been approved by the Drug Enforcement Administration using DCESP funding.
FINANCIAL IMPACT:
This purchase will be made with DCESP grant funds. The cost of this analyzer with its essential accessories is $19,119. There is no match or additional general fund requested. The purchase meets the fixed asset threshold and therefore an appropriation transfer to establish the fixed asset is requested (Attachment 1).

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board of Supervisors may choose not to approve the recommendation; however, this is not recommended as this purchase has been approved by the grant agency and identified as necessary by MET.
