Recommendation
That the Board of Supervisors:
1. Approve Amendment 1 to Standard Agreement No. 20-0147, known as the Pest Detection Trapping Contract;
2. Authorize the Chair to sign the agreement amendment and return all copies to the Agricultural Commissioner’s Office for further processing;
3. Grant a waiver from the provisions of the Nuclear Free Ordinance; and
4. Approve the attached supplemental budget in Fund 1100, Budget Unit 261, Agricultural Commissioner (4/5 vote required).

DISCUSSION:
The waiver from the provisions of the Nuclear Free Ordinance is requested because the State of California will not modify its cooperative agreements to accommodate local ordinances. The Agricultural Commissioner’s Office (CAC) receives annual subventions from CDFA to help offset the local cost of enforcing certain state-mandated programs.
On Dec. 8, 2020, your Board approved Standard Agreement No. 20-0147, known as the Pest Detection Trapping Contract. The Pest Detection Trapping Program is conducted annually by the Agriculture Department and is intended to identify introductions of specific insect pests that are known to cause serious damage to agriculture or the environment. Humboldt County’s detection program is the local component of an annual state-wide effort by counties that target multiple species of known destructive insect pests.
The California Department of Food and Agriculture has requested to amend Standard Agreement No. 20-0147. Amendment No. 1 provides an additional $4,543 in funding to cover the additional cost (equipment and training) associated with the implementation of CDFA’s new CalTrap monitoring and reporting system. CalTrap is the state's web-enabled pest trapping software that leverages mobile devices (iPads) in the field for improved data capture and reporting to United States Department of Agriculture (USDA).
FINANCIAL IMPACT:
Approval of the amendment to Standard Agreement No. 20-0147 will provide an additional $4,543 in funding to Humboldt County for additional equipment and training to continue to perform pest detection trapping activities for the period from July 1, 2020, to June 30, 2022. The additional funding will increase the previously approved contract amount from $42,536 to $47,079. There is no net cost to Humboldt County for the Pest Detection Trapping Program. All costs for personnel, mileage, and supplies will be reimbursed by the contract. All costs are billed to CDFA monthly and payment is made in arrears to Humboldt County.
