Body

SOURCE OF FUNDING:

Aviation Capital Projects (3539)

DISCUSSION:

The Department of Aviation is requesting bid authorization for the Rehabilitation of Murray Field Runway 12/30 and Taxiway A.  This work includes crack sealing/repairing, applying a surface treatment, and remarking Runway (RW) 12/30, Taxiway A, and the associated connector taxiways at Murray Field.  In addition to this, there is a major crack on RW 12/30 that will be repaired as part of this project.

To meet Federal Aviation Administration (FAA) requirements, the public bidding process must be conducted prior to receiving a grant from the FAA for the construction of the project.  After bids are opened on April 29, 2024, the winning bidder will be identified, and a separate item brought back before the Board of Supervisors to recommend entering into a contract with the winning bidder.  Additionally, an item will be brought before the Board of Supervisors seeking approval for accepting the grant offer from the FAA, which is anticipated in June-September 2024.  The contract will be deemed null and void should the FAA grant funding not be available to the County of Humboldt.

The project was evaluated for compliance with the California Environmental Quality Act (CEQA) and was determined to meet the criteria for a categorical exemption pursuant to Section 15301 of the CEQA.  The CEQA exemption applies to the replacement or reconstruction of existing facilities where the new facility will be located on the same footprint as the facility replaced and will have substantially the same purpose as the facility replaced.  In addition, there are no unusual circumstances or historical resources that would make this exemption inapplicable.

Narrative Explanation of Financial Impact:

The engineering estimate for total project costs, inclusive of construction, engineering services, and construction administration, for the Rehabilitation of EKA Runway 12/30 and Taxiway A is $422,193.  The estimated construction cost for the above-referenced project is $315,000. The Department of Aviation has been working closely with the FAA to complete planning steps which will allow Humboldt County to apply for, and be in contention to receive, reimbursement for 90% of the project costs, or $379,974.  The county would be responsible for the remaining 10% or estimated $42,219 (dependent on the winning bid amount).  The Department of Aviation has included the local Humboldt County share of the project costs in the proposed Fiscal Year (FY) 2024-25 budget.  Therefore, there is no anticipated impact to the General Fund.

STRATEGIC FRAMEWORK:

This action supports the following areas of your Board’s Strategic Framework.

Core Roles:  Provide for and maintain infrastructure

New Initiatives:  Seek outside funding sources to benefit Humboldt County needs

Strategic Plan:  2.1 - Improve transportation network to be properly-maintained, multi-model and energy efficient (e.g. roads, trails, public transportation and commercial airline)

OTHER AGENCY INVOLVEMENT:

ALTERNATIVES TO STAFF RECOMMENDATIONS:

The Board may choose not to approve the recommendations to approve the plans and specifications and authorization to bid.  However, the Murray Field Runway 12/30 and Taxiway A infrastructure continues to deteriorate after several decades without periodic rehabilitation.  If the county does not pursue FAA funding to assist with this project, the entire cost of the project (estimated $492,353) would need to be borne by the County of Humboldt and the pavement integrity would continue to rapidly deteriorate, requiring more costly rehabilitative efforts to be completed in the near-term.
