Recommendation

That the Board of Supervisors:

1.                     Receive the annual report from First 5 Humboldt.

DISCUSSION:

In 1998, California voters approved Proposition 10, the California Children and Families Act, designating a tax on tobacco sales and establishing the state and county Children and Families Commissions. Local commissions implement programs to work toward an “integrated, comprehensive, and collaborative system of information and services to enhance optimal early childhood development” with an emphasis on local decision making. Each year, the Humboldt County Commission on Children and Families, also known as First 5 Humboldt, produces a comprehensive local evaluation report which reviews all expenditures and programs as they address First 5 Humboldt’s Strategic Plan. The annual Community Report is a compilation of the highlights of that evaluation report, describing key programs and services offered to Humboldt’s youngest residents and their families.

 

 

SOURCE OF FUNDING: 

Proposition 10 of 1998: California Children and Families Act tobacco tax funding.

 

FINANCIAL IMPACT:

Financial Impact:

No impact on County General Fund.

 

OTHER AGENCY INVOLVEMENT:

Humboldt County Department of Health and Human Services, particularly Public Health, collaborates on several projects with First 5 Humboldt, in addition to the involvement of dozens of other community partners.

 

ALTERNATIVES TO STAFF RECOMMENDATIONS:

The Board could not accept the First 5 Humboldt annual Community Report.
