RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Open the public hearing and receive the staff report and public testimony;

2.                     Close the public hearing; and

3.                     Direct staff to submit final report to the State of California Community Development Block Grant program staff.

DISCUSSION:

The county received a CDBG grant in 2016 for a microenterprise technical assistance program. The grant closed Dec. 31, 2019 and the county must now submit a final report after conducting a final public hearing. After conducting the hearing staff will submit the final report. The purpose of this public hearing is for accountability so the Board and public know how the money was used.

 

The grant money was allocated to the Humboldt State University Sponsored Programs Foundation’s North Coast Small Business Resource Center, Inc., a nonprofit corporation, also known as the North Coast Small Business Development Center (NCSBDC). NCSBDC has been operating the county’s on-going microenterprise technical assistance program since 2002. 

 

The grant funds became available in November 2017 and continued until December 2019. The program allocated $252,975 and helped 86 existing businesses, with 32 of those expanding, and also assisted 32 new businesses. The grant award was for $300,000, the balance of the grant will be disencumbered for reallocation by the state.

 

FINANCIAL IMPACT:

All costs for administering and operating the program are covered by the CDBG grant. The costs are included in Long Range Planning unit, 1100-282.
