Recommendation
That the Board of Supervisors:
1. Approve, and authorize the Department of Health and Human Services - Behavioral Health Director, or a designee thereof, to execute, the attached subcontract with Advocates for Human Potential, Inc. regarding implementation of the Behavioral Health Mobile Crisis and Non-Crisis Services Project in Humboldt County for the period of Sept. 15, 2021 through June 30, 2025; and
2. Authorize the Department of Health and Human Services - Behavioral Health Director, or a designee thereof, to execute any and all subsequent amendments, and any other agreements, certifications, attestations and documents related, to the attached subcontract with Advocates for Human Potential, Inc., after review and approval by County Counsel, Risk Management and the County Administrative Office.

DISCUSSION:
The attached subcontract with Advocates for Human Potential, Inc. (AHP) will allow the Humboldt County Department of Health and Human Services - Behavioral Health (DHHS - Behavioral Health) to receive up to $985,062.51 for the purpose of providing behavioral health support and prioritizing addressing youth and young adult crisis needs within the community as part of the Behavioral Health Mobile Crisis and Non-Crisis Services Project.
Accordingly, DHHS - Behavioral Health recommends that the Board approve, authorize the DHHS - Behavioral Health Director, or a designee thereof, to execute, the attached subcontract with AHP regarding implementation of the Behavioral Health Mobile Crisis and Non-Crisis Services Project in Humboldt County for the period of September 15, 2021 through June 30, 2025. Staff also recommends that the Board authorize the DHHS - Behavioral Health Director, or a designee thereof, to execute any and all subsequent amendments, and any other agreements, certifications, attestations and documents directly related, to the attached subcontract with AHP, after review and approval by County Counsel, Risk Management and the County Administrative Office, in order to avoid any unnecessary delays in the implementation of the Behavioral Health Mobile Crisis and Non-Crisis Services Project in Humboldt County.
FINANCIAL IMPACT:
Revenues related to the subcontract with AHP include State Behavioral Health Continuum Infrastructure Program (BHCIP) funds for infrastructure and Federal Coronavirus Response and Relief Services Accountability Act (CRRSAA funds for direct services. BHCIP funding in the amount of $739,935.83 is available for the term Sept. 15, 2021 to June 30, 2025. CRRSAA funding in the amount of $245,126.68 is available for the term Sept. 15, 2021 to Feb. 14, 2023.
Revenue and expenditure appropriations related to attached subcontract with AHP have been included in the proposed fiscal year 2022-2023 budget for DHHS - Behavioral Health Administration budget unit 1170-424. Approval of the attached subcontract with AHP will not impact the Humboldt County General Fund.
STRATEGIC FRAMEWORK:
The recommended actions support the Board of Supervisors’ Strategic Framework by providing for protecting vulnerable populations, creating opportunities for improved safety and health, and providing community-appropriate levels of service.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board may choose not to approve the attached subcontract with AHP regarding implementation of the Behavioral Health Mobile Crisis and Non-Crisis Services Project in Humboldt County. However, this alternative is not recommended since it will not allow DHHS - Behavioral Health to obtain funding that will be used to provide behavioral health support and prioritize addressing youth and young adult crisis needs within the community.
