Recommendation

That the Board of Supervisors:

1.                     Pass the attached resolution and terminate the local emergency proclaimed for the 2022 December Ferndale Earthquake.

DISCUSSION:

Humboldt County Code 2210-7(a)(1)(A) requires that the termination of local emergencies shall be proclaimed at the earliest possible date that conditions warrant the termination.

 

The emergency response to the “2022 December Ferndale Earthquake” initiated on December 20, 2022, with the Operational Area Emergency Operations Center (EOC) remaining activated until April 14, 2023. The EOC activated to help coordinate resource and mission requests among the various Standardized Emergency Management System (SEMS) levels, gather information and issue timely/accurate public messaging, provide for the delivery of emergency sheltering and to establish and implement recovery systems that could carry on the long-term coordination efforts after the demobilization of the EOC. Initial EOC priorities were centered around coordinating damage assessments and gathering impact reports from operational area partners. These initial reports aided in the completion of the county’s initial damage estimate, which estimates that over $32 million worth of damage occurred throughout the operational area as a result of the 2022 December Ferndale Earthquake.

 

In the months since EOC demobilization, county Disaster Service Workers (DSWs) have remained activated to assist in the long-term recovery effort, assisting with recovery and mitigation grant opportunities, providing guidance and input into the long-term recovery process, and routinely meeting with state and local partners. While the long-term recovery work will continue, the termination of this emergency proclamation will not affect the ongoing recovery and repair work and is a necessary formal step in closing out the incident and returning staff/DSWs to their regular, non-emergency assignments.

 

FINANCIAL IMPACT:

There is no direct financial impact related to the termination of this emergency. Previous response actions have ceased, and any remaining recovery and/or repair work will fall within existing county budgets for the department(s) responsible for the work.
