RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve the Lease Agreement retroactively to July 1, 2024 through June 30, 2025 in the amount of $5,000, between the Humboldt County Sheriff’s Office and Redwood Gun Club;

2.                     Authorize the Chair of the Board to execute the Lease Agreement between the Humboldt County Sheriff’s Office and the Redwood Gun Club for use of the Gunnery Range; and

3.                     Direct the Clerk of the Board to return one (1) fully executed Lease Agreement to Public Works Real Property for further processing.

DISCUSSION:

The county is responsible for providing a premises where training takes place to maintain proficiency requirements that peace officers are required to qualify with firearms assigned or available to them. To meet that requirement, the county is interested in entering into an agreement with the Redwood Gun Club for Humboldt County Sheriff’s Office (HCSO) personnel to use their facility. The Redwood Gun Club facility is located in the Manila area and is owned by the Redwood Gun Club and is considered the best available option for training to take place.

 

The term of this agreement is from July 1, 2024, through June 30, 2025. The HCSO will start their training in August 2024. The agreement requires the HCSO to pay a total use fee of $5,000 for the term year, a total of 25 classes. Any classes conducted beyond the 25 days will be charged a $200 fee per additional class. This agreement comes before your Board after the start of the term due to inadvertent delays in receiving and finalizing the agreement.

Accordingly, staff recommends your Board approve the Lease Agreement with Redwood Gun Club for the Humboldt County Sheriff’s Office use of the gunnery range.

Narrative Explanation of Financial Impact:

This agreement will allow the Humboldt County Sheriff’s Office to use the Redwood Gun Club range periodically for a total of 25 classes with the projected cost of $5,000 for the term of the agreement.  There are sufficient appropriations in the adopted Fiscal Year 2024-25 budget in budget unit 1100-221170, Sheriff’s Training, for this agreement.

OTHER AGENCY INVOLVEMENT:

ALTERNATIVES TO STAFF RECOMMENDATIONS:

The Board may choose not to sign the Lease Agreement; however, this is not recommended as there are no alternative locations to perform the proficiency and training of firearms at equivalent level of space and remoteness.
