RECOMMENDATION(S):Recommendation
That the Board of Supervisors:
1. Approve, and authorize the Chair of the Board to execute, the attached professional services agreement with Redwood Community Services, Inc. regarding the provision of high-fidelity wraparound services to children and youth who have been placed, or are at risk of being placed in, foster care due to their involvement in the child welfare or juvenile justice systems in an amount not to exceed $1,337,637 for the period of Oct. 1, 2025, through Sept. 30, 2028; and
2. Authorize the Department of Health and Human Services - Child Welfare Services Director, or a designee thereof, to execute any and all subsequent amendments to the attached professional services agreement with Redwood Community Services, Inc., after review and approval by County Counsel, Risk Management and the County Administrative Office; and
3. Direct the Clerk of the Board to return one (1) fully executed original copy of the attached professional services agreement with Redwood Community Services, Inc. to the Department of Health and Human Services - Contract Unit for further processing.

DISCUSSION:
The Family First Prevention Services Act reforms Title IV-E of the Social Security Act to, in part, limit reliance on congregate care for children in foster care. As part of this reform, Part IV of the Family First Prevention Services Act established the requirement to provide six (6) months of family-based aftercare services to eligible youth and non-minor dependents transitioning from a Qualified Residential Treatment Program to a family-based setting.
To implement this requirement in California, California Assembly Bill 153 created Section 4096.6 of the California Welfare and Institutions Code, which requires that each county child welfare agency, probation department and mental health plan shall jointly provide, arrange for or ensure the provision of six (6) months of aftercare services for youth in the placement and care responsibility of the child welfare or probation agency who are discharged from a Short-Term Residential Therapeutic Program, from an out-of-state residential facility, or from a community treatment facility, to a family-based setting. These family-based aftercare services are required to use a California High-Fidelity Wraparound model, approved by the California Department of Social Services and consistent with the California Wraparound Standards for aftercare services set forth in Sections 18250, et seq. of the California Welfare and Institutions Code.
On Oct. 7, 2022, the Humboldt County Department of Health and Human Services (“DHHS”) and the Humboldt County Probation Department issued Request for Proposals No. DHHS2022-03 in solicitation of an organization to meet the needs of these requirements for eligible children and youth who have been placed, or are at risk of being placed, in foster care due to their involvement in the child welfare or juvenile justice systems. The County of Humboldt received two complete and timely proposals in response to Request for Proposals No. DHHS2022-03 from Humboldt NeuroHealth and Redwood Community Services, Inc. After reviewing the proposals, an evaluation committee comprised of DHHS - Child Welfare Services, DHHS - Behavioral Health and Probation staff, selected Redwood Community Services, Inc. as the organization best suited to provide the needed services to Humboldt County youth.
On Feb. 11, 2025, the Humboldt County Board of Supervisors (“Board”) approved the current professional services agreement with Redwood Community Services, Inc. regarding the provision of high-fidelity wraparound services for the period of Oct. 1, 2024 through Sept. 30, 2025. The attached professional services agreement with Redwood Community Services, Inc. will allow eligible children and youth who have been placed, or are at risk of being placed, in foster care due to their involvement in the child welfare or juvenile justice systems to continue to receive high-fidelity wraparound services in accordance with California Welfare and Institutions Code Sections 4096.6 and 18250, et seq., for the period of Oct. 1, 2025, through Sept. 30, 2028.
Accordingly, DHHS - Child Welfare Services recommends that the Board approve, and authorize the Chair of the Board to execute the attached professional services agreement with Redwood Community Services, Inc. regarding the provision of high-fidelity wraparound services to eligible children and youth who have been placed, or are at risk of being placed, in foster care due to their involvement in the child welfare or juvenile justice systems for the period of Oct. 1, 2025, through Sept. 30, 2028. It is also recommended that the Board authorize the DHHS - Child Welfare Services Director, or a designee thereof, to execute any and all subsequent amendments to the attached professional services agreement with Redwood Community Services, Inc., after review and approval by County Counsel, Risk Management and the County Administrative Office, in order to avoid any unnecessary delays in the provision of needed high-fidelity wraparound services.

The attached professional services agreement with Redwood Community Services, Inc. has a maximum amount payable of $1,337,637 for the period of Oct. 1, 2025, through Sept. 30, 2028. However, in the event local, state or federal funding is reduced or eliminated, the County of Humboldt may reduce the above-referenced maximum amount payable or terminate the attached professional services agreement with Redwood Community Services, Inc. in its entirety.
Expenditure appropriations related to the attached professional services agreement with Redwood Community Services, Inc. have been included in the adopted fiscal year 2025-26 budget for DHHS - Child Welfare Services budget unit 1160-508. Funding for the attached professional services agreement with Redwood Community Services, Inc. is available through California Department of Social Services funding allocations for the provision of high-fidelity wraparound services to eligible children and youth and state Realignment revenues received by DHHS - Child Welfare Services.
STAFFING IMPACT:
Approval of the attached professional services agreement with Redwood Community Services, Inc. will not impact current staffing levels.
OTHER AGENCY INVOLVEMENT:

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board may choose not to approve the attached professional services agreement with Redwood Community Services, Inc. regarding the provision of high-fidelity wraparound services to eligible children and youth who have been placed, or are at risk of being placed, in foster care due to their involvement in the child welfare or juvenile justice systems. However, this alternative is not recommended, as it would severely limit DHHS - Child Welfare Services’ ability to meet state mandated service requirements.
