Recommendation
That the Board of Supervisors:
1. Adopt the attached Notice of Nondiscrimination Policy and Equal Opportunity Procedure.

DISCUSSION:
The County of Humboldt remains committed to nondiscrimination and equal opportunity. As county departments apply for external funding from state and federal partner agencies, many grantors require grantee agencies to post nondiscrimination statements with clear reporting processes for reporting discrimination. The attached documents are templates that can be used to satisfy noticing and discrimination reporting processes. To serve all departments and be responsive to granting agencies, these documents are general and allow for the granting agency information to added to the template as needed.
FINANCIAL IMPACT:
Expenditures related to development and maintenance of the attached policy are included in the Fiscal Year 2022-23 adopted budget, and will be included in future years. Revenues related to development and maintenance of the policy are available from the General Fund and charges for services.
Approval of the attached policy will allow departments to more effectively seek grant funding from state and federal agencies.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board could choose not to adopt staff recommendations but doing so is not recommended as departments may fail to obtain federal and state grant dollars.
