RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Waive the requirements of the Humboldt County Nuclear-Free Ordinance with regard to the attached professional services agreement with the Regents of the University of California;

2.                     Approve, and authorize the Department of Health and Human Services - Behavioral Health Director, or a designee thereof, to enter into, the attached professional services agreement with the Regents of the University of California regarding the provision of the parent-child care training services;

3.                     Authorize the Department of Health and Human Services - Behavioral Health Director, or a designee thereof, to execute any and all subsequent amendments to, and any other agreements, certifications, attestations and documents directly associated with, the attached professional services agreement with the Regents of the University of California, after review and approval by County Counsel, Risk Management and the County Administrative Office; and

4.                     Direct the Clerk of the Board to provide the Department of Health and Human Services - Contract Unit with one (1) fully executed, certified copy of the Board order related to this item.

Substance Abuse and Mental Health Services Administration Grant Funding

 

DISCUSSION:

The Substance Abuse and Mental Health Services Administration Grant, an external funding source, is sponsoring participants from various backgrounds to participate in the Parent-Child Care Training Program.  The attached professional services agreement with the Regents of the University of California, acting on behalf of the University of California Davis Health Child and Adolescent Abuse Resource and Evaluation Center, will allow an employee of the Humboldt County Department of Health and Human Services - Behavioral Health (“DHHS - Behavioral Health”) to receive certain occupational training, without charge to the County of Humboldt, as part of the Parent-Child Care Training Program.

 

Accordingly, DHHS - Behavioral Health recommends that the Board approve, and authorize the DHHS - Behavioral Health Director, or a designee thereof, to enter into, the attached professional services agreement with the Regents of the University of California regarding the provision of parent-child care training services.  It is also recommended that the Board authorize the DHHS - Behavioral Health Director or a designee thereof to execute any and all amendments to, and any other agreements, certifications, attestations and documents directly associated with, the attached professional services agreement with the Regents of the University of California, after review and approval by County Counsel, Risk Management and the County Administrative Office, in order to avoid any unnecessary delays in the provision of needed parent-child care training services.

 

FINANCIAL IMPACT:

There are no direct costs associated with the attached professional services agreement with the Regents of the University of California.  As a result, approval of the attached professional services agreement with the Regents of the University of California will not impact the Humboldt County General Fund.

 

STAFFING IMPACT:

Approval of the attached professional services agreement with the Regents of the University of California will not impact current staffing levels.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board may choose not to approve the attached professional services agreement with the Regents of the University of California regarding the provision of parent-child care training services. However, this alternative is not recommended it will not allow DHHS - Behavioral Health employees to receive needed parent-child care training services.
