That the Board of Supervisors:

1.                     Approve the supplemental budget (Attachment 1) for Humboldt Inn/Mother Bernard House (budget unit 1100282134) in the amount of $47,676. (4/5 Vote Required)

DISCUSSION:

This is a request to carry forward unspent CDBG funds from fiscal year 2022-23 into the current year’s budget. The funded project was expected to be completed in the last budget year. That did not happen, and this action will allow the allocation of these CDBG funds in the current fiscal year.

 

On May 4, 2021, the Board selected Providence Health & Services as a subrecipient to receive CDBG funds to combat the spread of coronavirus. (Attachment 2) Subrecipient was operating a 44-unit supportive housing shelter without safe and reliable access to the second floor, hampering their ability to serve the maximum number of persons without homes, especially those discharged from hospital.

 

This grant supported upgrades to electrical equipment, replacement of the elevator, restoration of a second-floor pedestrian bridge allowing wheelchair access between buildings, accessible parking spaces and similar work associated with accessibility. All work is complete, and the facility is fully occupied. This action by your Board will allow the county to disburse final payment to subrecipient.

 

FINANCIAL IMPACT:

Narrative Explanation of Financial Impact:

The Planning and Building Department received an award for CDBG funds for the project in the CDGB CV2 Humboldt Inn budget unit (1100-282-134), and project funding was included in the Fiscal Year 2022-23 budget. However, all of the project costs were not expended in the prior fiscal year. The work is complete, and payment is due to the subrecipient. Therefore, this item increases grant revenues (4555) and professional services expenditures (2118) by $47,676 in the current year. The grant will then be closed within fiscal year 2023-24.

No staffing allocations are requested with this agenda item.
